A safety data sheet is not required.
In Appendix A - Special IATA-DGR dictionary it says, among other things:
BATTERIES, DRY. Sealed, non-ventilated batteries of the type used in flashlights or for operating small appliances.
Such batteries must be packed in inner packagings in such a manner as to effectively prevent short circuits and movement / displacement that could cause short circuits. Examples of such batteries are: Alkaline-manganese, zinc-carbon, nickel-metal hydride and nickel-cadmium batteries.
In the blue list are batteries, dry also listed, but exempted according to special provision A123. This also applies to UN3496. The list says A806, but only refers to A123.
